truth be told this is quite hard no matter how fast your locktime is.
A proper covops pilot will click his warpto/align button with mouse and almost instantaneously thereafter press F1 (or another key) to activate the cloak. Thus in order to even be able to prevent such a person from cloaking your combined response time and locking time would have to be faster than his sequential press time (which I honestly believe is practically inpossible)
If you really want to go for it though and use a ship SOLEMLY for this exact purpose this is what I recommend:

Optional improvement: RF/domination warp disruptor for 38km disruptor range, this however I advice against unless you plan on souly camping regional (annoyingly stupidly big) gates.
Ofc getting someone to remote sensorboost you helps too.
Blackbirds for instance can fill this role quite nicely or if you want something a bit more survivable use a drake to remote sensorboost your tackler(s)
as others have said before though, at such ridiculous speeds the general LAG in eve starts to kick in and it is as stated by above poster practically impossible to catch a cloaker unless he/she makes a mistake (press cloak befor warp/align and not immediatelly correct it).
The dual SB + amp stiletto however will likely be your very best choice for a solo-tackler without getting someone to remote sensorboost you.
